Step 1: Determine the Category of Your Business
Businesses are categorized based on their potential environmental impact:
- Red Category: High pollution potential (e.g., chemical manufacturing, pharmaceuticals).
- Orange Category: Moderate pollution potential (e.g., food processing, small-scale industries).
- Green Category: Low pollution potential (e.g., small hotels, service sectors).
- White Category: Minimal pollution potential (e.g., solar power generation).
Step 2: Prepare Required Documents
You will need the following documents to apply for CTE and CTO:
- Application Form: Available on the HPSPCB website.
- Project Report: Business details, raw materials, waste generation, and pollution control measures.
- Site Plan: Layout of business premises.
- Proof of Ownership: Land ownership documents or lease agreement.
- Water & Wastewater Management Plan: Details of water sources and wastewater treatment.
- Air Pollution Control & Solid Waste Management Plans: Measures to control emissions and manage waste.
- Environmental Clearance (if applicable): Required for certain industries.
- Fee Payment Receipt: Payment of the required application fee.
Step 3: Submit the Application
Online: Submit on the HPSPCB website.
Offline: Submit at the nearest HPSPCB regional office.
Step 4: Inspection by HPSPCB
HPSPCB will conduct an inspection to verify compliance with pollution norms.
Step 5: Grant of Consent to Establish (CTE)
If satisfactory, HPSPCB issues a CTE, allowing setup of the business.
Step 6: Apply for Consent to Operate (CTO)
After setup, apply for CTO. HPSPCB conducts another inspection before approval.
Step 7: Compliance and Renewal
Maintain compliance and renew CTO (valid for 1-5 years) before expiry.
